Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of contrasting events captured the bleak nature of the current period. By day, negotiation efforts are fought: hopeful statements are delivered from multiple capitals. Immense energy is devoted on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a ability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats roared overhead – modern combat jets delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, most likely provided by partner states. Every firing creates sudden vibrations, causing tremors. The brief panic quickly becomes grim resignation: perhaps the incoming missile won't cause damage this time, preventing destruction from devastation and additional electricity failures.
Ongoing Risks
Not long after, a heavy machine gun fired at a drone somewhere nearby, part of a mobile-fire group – probably imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.
Intermittently, this continued until dawn. Kyiv awoke to the early updates: several casualties, damage and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are demonstrably unable to fill in the near term.
Ineffective Peace Efforts
The 28-point plan from American leadership provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from American administration unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This trend will, certainly, persist.
Strategic Calculations
It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. Washington operates on a premise familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration presumes that it is unfeasible to compel Moscow to abandon the territory that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, Washington does nothing to deter Moscow, through diplomacy or military means, from thinking that the situation will not shift further in its benefit in the near future.
Opposing Positions
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but averting a complete military breakdown until conditions improve in its benefit.
Existing Situation
Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their task will now be much harder after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Summary and Prospects
It took a just a single week to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all did their job.
While new initiatives based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
