Two more people are now in custody related to a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in the Lambeth area for suspected theft and assault and a 23-year-old woman was detained on suspicion of conspiring to commit a robbery. Both individuals are still being held, the force said.

The arrests follow a probe into an assault at the multi-storey car park at Terminal 3 on Sunday. Prior to the attack, a pair of female travelers were robbed of their suitcases upon exiting a parking garage elevator.

A toddler aged three was one of the injured during the incident. Five people went to hospital for medical care and were later released.

Police arrested a 31-year-old man on suspicion of theft and assault close to the scene. He has since been released pending further inquiries while inquiries continue.

Police were called at approximately 08:10 GMT following reports of a number of people injured by an irritating chemical thought to be an irritant spray.

The assault - which authorities stated was isolated and not considered terrorism - caused train delays and the temporary shutdown of the main airport tunnel and the Terminal 3 car park for a short time.
